Job Description

Location: Millbrae Yard, 1000 El Camino Real, Millbrae, CA

Hours: Monday – Friday, 7:00 am – 3:30 pm

Under the direction of the Electrical and Instrumentation Manager, the Supervising Electronic Maintenance Technician is responsible for the supervision of subordinate personnel engaged in a wide variety of highly skilled technical work; working as one cohesive unit, supporting and having an open line of communication with both management and staff.

Essential Functions:

1. Assigns, supervises and reviews the troubleshooting, maintenance, repair, calibration, fabrication, design, modification and development of electronic systems and components used in the processing and water delivery facilities, power generation and transmission as well as other types of necessary electronic equipment such as remote terminal units (RTU), communication systems, supervisory control, remote control equipment, instrumentation and control systems, fire alarms and security systems, access control systems, Closed Circuit TV (CCTV) systems, paging systems, video equipment, digital electronic equipment, telemetering, communication, protective relays, meters, and other electronic and auxiliary apparatus.
2. Establishes maintenance and repair policies and procedures which may include, but not limited to, electronic systems, remote terminal units (RTU), supervisory control, remote signal and remote-control equipment, instrumentation and control systems, fire alarm and security systems, video equipment, digital electronic equipment, telemetering, communication, protective relays, meters, and other electronic and auxiliary apparatus.
3. Develops and maintains a program of preventive maintenance on electronic systems, including but not limited to instrumentation, corrosion control, supervisory control and data acquisition (SCADA) systems, and associated equipment.
4. Assigns and prioritizes work orders, assists with backlog, and cleans up back logged work orders using Computerized Maintenance Management System such as Maximo.
5. Carries out difficult troubleshooting; participates in new and replacement projects, which includes reading drawings, schematics, and assisting with the specification and reviewing of instrumentation submittals and other electronic maintenance systems.
6. Directs, monitors, analyzes, and prepares written reports on various tasks such as maintenance progress, recommendations relating to improvement of equipment reliability, and operating policies and procedure, etc.
7. Assists in the preparation of budget and allocation of resources.
8. Supervises personnel, responsible for backfilling vacant EMT section positions, reviews workplans, performance plans, appraisals, schedule trainings, and approves timesheets for subordinates.
9. Establishes and maintains contact with other Departmental personnel, representatives of division/departments, contractors, keeping them advised and informed of the department’s activities; attends and represents the department at various meetings.
10. Performs site inspections as required.
11. Orders and tracks procurements and may approve progressive purchase orders for the EMT shop and crews.
12. Performs other duties as required.

1. Completion of a two (2) year course or equivalent program in electronics from a recognized academic, trade, or a technical institution; OR completion of a military training program in electronics; AND

2. Five (5) years of full-time verifiable journey-level industrial or institutional electronics experience performing installation, instrumentation calibration, maintenance, troubleshooting, repair and modification of electronic control systems and related electrical components and electronic sub-systems to the electronic component level; three (3) years of which must have been at the supervisory level; AND

3. Possession of a valid California driver's license.

• Knowledge of troubleshooting of Flowmeters, Pressure devices, Automation – controls, PLC, PID, Data Communications, Water Treatment devices
• Knowledge of the following Control Systems: Flow controls, pump controls, Variable speed drives, Protective Relays
• Possession of the following license, certifications: ISA Certified Control Systems Technician (CCST), ISA Certified Automation Professional (CAP)
• Five years or more of journey-level experience in instrumental and controls electronics in a large utility environment
• Three years or more experience supervising electronic maintenance technicians or instrument and controls technicians
• Experience with maintenance in a large water utility
• Experience with CMMS/Maximo
